Alexander (2013) writes, “[A] policy issue is one in which there is a condition that needs to be changed, this condition can be changed using communal resources, it should be changed using communal resources, and for which there is disagreement about the most appropriate strategy for change” (p. 44).
Your task is to identify an educational technology policy issue that will serve as the basis for your final project. For the purposes of this assignment, you are expected to:
- Write a clear and concise statement of the educational technology policy issue that you have identified.
- Explain how the issue that you have identified meets the criteria specified by Alexander (2013), using chapters 2 and 3 for guidance:
- “Conditions are basic descriptions of the world that can be supported by empirical data” (p. 29).
- “For conditions to be transformed to policy problems, they must contain three basic characteristics. First, they must be shown to be negative. Second, they must be solvable using public resources. Third, they should be solved using public resources” (p. 30).
- “Only policy problems on which there is disagreement over the most appropriate solution are policy issues” (p. 30).
- Provide preliminary evidence to support your claims. The evidence that you provide does not need to be exhaustive but should include references to source materials and adhere to APA formatting guidelines. You will have the opportunity to expand upon your evidentiary support prior to submitting your final project.
