A seizure need not necessarily be an arrest (it could be a stop ) but all arrests are seizures.
Please study the difference between an investigative stop and an arrest. Know how reasonable suspicion is established and the use of informants, and anonymous tips, may result in establishing the requisite suspicion to make a stop. Stops at times may lead to an arrest,which at times may result in the use of force.
There has been much publicity regarding the police and the accusation that they often use unreasonable force excessively and unnecessarily.
For your assignment please give your opinion as to the police and their use of force.Is it unreasonable or not in most cases you are familiar with? Can we use less than lethal force in most circumstances by increasing the use of teasers, or pepper spray? Do you think the police can inproperly use extreme force including deadly force, without escaping disciplinary action or jail ?
