In your peer review use the editorial function to make comments, recommendations, requestclarity, etc. throughout your colleagues document. Once the editorial tasks are addressed, write aparagraph or two, inserted before the title page, addressing the following questions: What is this paper all about? What is the general problem? What are the results of others? What are the strengths of the paper? What are the weaknesses of the paper?
If needed, please just make the comments, as well as the paragrpahs, on a separate document and I will insert them on the paper on my own.
