During the Bush and Obama administrations and because of 9/11, the Department of Homeland Security (DHS) assumed lead responsibilities for many of the CIKR sectors assigning Sector-Specific Agencies (SSAs) to establish sector-specific protocols for protection. However, most of these sectors have the DHS as its SSA.
