1) Assess if the VITA Northrup Grumman outsourcing was unsuccessful, moderately successful, successful, or highly successful. Depending on what your assessment is, what could have been done to take the project to the next level (i.e., if you think the project was moderately successful, what could have been done to make it successful or highly successful? [HINT: Read Chapters 2 and 3 and read the notes available in Canvas]
2) What should VITA do over the next ten years (2018-2028)? Draw up a strategic plan for the organization.

VITA to end Northrop Grumman technology services
RICHMOND – The Virginia Information Technologies Agency (VITA) announced today it is terminating
information technology (IT) infrastructure services with Northrop Grumman effective Aug. 17.
“We have given Northrop Grumman a termination letter with the notice required by our contract,” said
Chief Information Officer of the Commonwealth Nelson Moe, who also serves as agency head at VITA.
“The commonwealth will move infrastructure services to our new multisourcing service integrator (MSI)
– Science Applications International Corporation (SAIC),” Moe said. “This decision is best for the
commonwealth and its executive branch agencies.”
He said SAIC will be in place to integrate new suppliers coming onboard who are or will be providing
services such as messaging, mainframe, security, end user services, server/storage and voice/video. Three
of those contracts have been awarded and three are pending.
This next-generation of IT for the commonwealth will be more agile, offer market rates as contracts are
renegotiated and provide opportunities for enhancing technology. The new suppliers will have shorter
contracts and offer more modern, robust services. “Technology changes rapidly,” Moe added, “and it’s
essential we have opportunities beyond one long-term provider.”
After the hand-off from Northrop Grumman in August, SAIC will have 30 days to stabilize the service
and 90 days to prepare the infrastructure environment for the new service providers in December. After
SAIC integrates the new suppliers, the emphasis will change to enhancing services.
Virginia, with oversight and governance by VITA, entered into a contract for IT infrastructure with
Northrop Grumman in 2005. Services are provided to 63 state executive branch agencies with 55,000+
employees. Those employees serve the commonwealth’s citizens, businesses and visitors. VITA is the
consolidated IT agency for the state. Virginia was leading other states in consolidating IT and services
