HLS503 SLP1 Homeland Crisis Management

Planning is a fundamental process to manage risk, hazards, and threats. This SLP will introduce the student to frameworks, theories, and models that can be used for preparedness planning. Attention will be given to the FEMA Planning Process, which includes the following steps:  

1.     Form a Collaborative Planning Team

2.     Understand the Situation

3.     Determine Goals and Objectives

4.     Develop the Plan

5.     Prepare and Review the Plan

6.     Implement and Maintain the Plan

Preparedness planning is a method to develop an all-hazards approach for protecting lives, property, and the environment. Preparedness plans should: a) represent the whole community and its needs, b) include all stakeholders in the community, and c) engage the private sector. Preparedness plans can follow a Function-Focused Format, which includes a base plan, functional annexes, and hazard-specific annexes. Preparedness plans can also follow an Agency-Focused Format, where sections are added to the base plan to highlight, lead, and support agency tasks and procedures. While either of these two types of plans may form the centerpiece of preparedness planning, they often do not stand alone in comprehensively addressing homeland security requirements.

Following is a non-exhaustive list of other types of plans that support emergency management and homeland security missions: 

·       Administrative Plans

·       Continuity of Operations Plans

·       Iterative Operational Plans

·       Regional Coordination Plans

·       Communications Plans

Create a PowerPoint presentation describing each of the six steps in the FEMA Planning Process.

·       A Title/Cover slide

·       One slide for each step in the FEMA planning process, summarizing key concepts for each step (the FEMA planning steps are listed below):

o   Form a Collaborative Planning Team

o   Understand the Situation

o   Determine Goals and Objectives

o   Develop the Plan

o   Prepare and Review the Plan

o   Implement and Maintain the Plan

·       A Summary or Conclusion slide

·       Include source citations on slides containing quotations and very specific information

·       Reference slide(s)
