For this scenario utilize the following and any other outside sources you wish to consider:

The National Gang Intelligence Center, a component of the U.S. Department of Justice has just appointed you as the International Gang Czar. You have recently received intelligence the Mara Salvatrucha, a transnational gang, has increasingly become more violent. A quick-witted young teenager (Brenda Paz) with a sharp tongue is gathering your intelligence. Brenda has moved several times across the country including Carrollton and Grand Prairie, Texas, with many friends in Latin America and Canada. To this end, she made contacts and continues to escape witness protection. Based on academic sources and intelligence, you know only a small percent (1%) of gang memberships are causing most of the reported violence across the Americas.
- Explain the economic crises in El Salvador in the late 1800s how did that lead to the communist party, and eventually the creation of MS-13 ?
- Next, For research and proprietorial purposes, your first task as the International Gang Czar is creating a definition of a transnational gang using preexisting definitions. Be sure to explain which definitions were used for inclusion and those excluded.
- Third, knowing what you know about Brenda and her contacts across the Americas (be sure to use information described in the text about her escapes), how would you keep her in protective custody.
- Next, you need to confirm reliability of your informant, how would you go about this? Lastly, in addressing the havoc caused by the gang, which type of program(s) would work best (prevention, intervention, suppression, and/or reintegration). Be sure to layout your program design.
Two things to keep in mind for the program development: 1) Not all the gang members and gangs are the same typology and 2) this is a multinational collaboration with unlimited resources.
