Seung Chung Lim and his corporation, Fluffy, Inc., challenged the constitutionality of the newly amended ordinance. He and Fluffy, Inc., own and operate two adult entertainment businesses located within 300 feet of residential districts. The district court found the ordinance to be valid, and Mr. Lim appealed.
