Go to the website of a city or county of your choice and find the most recent budget and financial report of the government. Answer the following questions in a Q & A format:
1. Give the web link to the governments budget.
2. Refer to the chief executives budget message. What are the major priorities?
3. Find the budget timetable and budget instructions if they are available on the website. Does the government use an annual or biennial budget process? When does the fiscal year start? What stage of the budget cycle is it now?
4. Does the jurisdiction have a separate capital budget? Does it have a capital improvement plan (CIP)? What is the time span of the CIP?
5. What is the name of the central budget office in this government?
6. Locate the budget presentation, including any agency narrative and the budget data. What is the format or classification of the budget (e.g., line-item, performance, program, zero-based budget, etc.)? What are the main characteristics of this type of budget?
7. Do you think the budget is useful and informative? Explain. Also, identify any missing information that you would have found useful.
8. What is the total expenditure of the government? What are the major expenditure areas of the government? What percentage of the budget is spent in each function area (such as public safety, housing, etc.)? Compare it with another city or county of your choice.
9. What is the total revenue of the government? What are the main revenue sources of the government? What percentage of revenue is from each revenue source? Compare it with another city or county of your choice.
10. Give the web link to the Comprehensive Annual Financial Report (CAFR) of the government.
11. What accounting basis does the CAFR use?
12. Find the balance sheet. What are the total assets, total liabilities, and fund balance of the government?
13. What is the name of the auditing organization? What role does it play?
14. Does the government have general obligation bonds (GO debt)? What is the outstanding amount?
15. Does the government have revenue bonds? What is the outstanding amount?
