Identify and discuss the steps a bill must take to become law in Texas. Indicate where the presiding officers’ influence can either “make” or “break” legislation. Explain! Identify and explain the delay tactics that might be used, either by a presiding officer or any legislator, during the passage of a bill. Finally, explain where and how other branches of government and government officials outside of the State Legislature, interest groups, and constituents may influence the process. BE SPECIFIC!!!
