Describe the operational guidelines that the Sheriff's Office has created to fulfill these pillars, or policies, that they are aspiring to reach.  Offer an informed critique of the Office's actions – how well are there outlined operations fulfilling their stated policies?  What could the agency do to better meet their policy goals?  How clear are their policies?  What about the operational decisions so far?
