The authors conclude "Cybersecurity in the United States seems to  have a bright future. With proper cybersecurity practices in risk  management in place, many of today’s vulnerabilities could be mitigated  and the attack surface could shrink. Inevitably, as cybersecurity  advances, so will attack mechanisms. By investing in advancing  cybersecurity, there is an increase in difficulty for adversaries while  also increasing the nation’s cyber resilience."
