-Please provide a little background of your company and what you see as your role as risk manager.  

I am Risk Manager for the City of Anaheim, the largest city in Orange County. My responsibilities include workers compensation, general liability, risk administration, industrial safety, and unemployment claims for the City. I sit on the Board of Directors for the City’s Joint Powers Authority, known as ACCEL, and serve as Chair of the Claims Committee. I am responsible for risk financing and strategic use of City resources to respond to claims and deal with risk mitigation for the City. I work with the City Attorney on matters related to complex claims for police professional liability, employment practices liability, and dangerous conditions of public property (road design, sidewalk defect, etc.) that result in catastrophic injuries or death. I set minimum standards for insurance and indemnification in all City contracts.  

-What is your favorite part of the job? What is your least favorite part of it? 

My favorite part of my job is assisting the operation departments in finding solutions to risk related issues that impact their core projects and objectives to deliver services that make Anaheim a destination City, in which it is fun to live, work, and play in an atmosphere of kindness and respect. My least favorite part of the job is having to tell constituents no and not be able to offer them an avenue of redress based on the law and facts of claims.

-What advice would you give someone who is considering this type of job (or field)? 

 My advice to a budding risk manager would be to get as much practical experience as possible with contracts, insurance, claims, and human resources. I would also advise them to learn the business of risk for a core industry, public or private, and focus on learning, networking, and relationship building.

 

-How do you stay current on the latest developments and trends in risk management? 

 I am on the Board of Directors for the Orange County Risk Management and Insurance Society, as well as for the JPA as noted above, and we have lively forums discussing risk issues and solutions. We are resources for each other. I also read industry publications, legal journals, and local newspapers. I also pay attention to developments within the City as to the elected officials and their stated goals and priorities. I also belong to other professional associations, PARMA, PRIMA, and CJPA, that are invaluable. I attend state and local conventions for National RIMS and PARMA.

 

-Can you describe the most problematic situation you have dealt with? 

The pandemic and national insurance market are my most challenging situation in this role. We continue to see evolving responses to the pandemic as to industrial safety and mandated benefits. In addition, we are facing worker shortages that create challenges in delivering service to internal and external customers. The constriction of available limits of insurance for California Public entities is also challenging. Anaheim has a significant exposure to risk given our size and operations, the resort, Anaheim Public Utilities, Anaheim Police Department, and Anaheim Public Works. The cost continues to rise while coverage limits decrease.

-What is your most outstanding professional achievement as a risk manager? 

 My most outstanding professional achievement as a risk manager is the development of my staff here at Anaheim. In addition, I have worked closely with the City Attorney to settle some large claims for a fraction of the expected exposure.  

 

-What are the essential skills and qualities that make a good risk manager?  

 Risk Managers must be flexible and willing to adapt. Risk Managers also need to be solid analytical thinkers and be able to develop and maintain relationships as they are essential to crisis management and workable solutions. -What do you think are the top risks affecting your business/industry now? What will they be in five years? 

The constriction of the insurance market at a time when social and legal reforms are creating an environment of increasing risks. Police professional claims, racial parity, gender parity, and the wealth gap are at the top of my list.
