There is a need for an animal shelter in the community because there is a problem with stray animals. The animal shelter will provide a place for these animals to stay until they can be adopted into new homes. The animal shelter will also help to control the population of stray animals by spaying and neutering the animals before they are adopted.

SCOPE DESCRIPTION
