The hackers exposed medical records that allowed the personal records of clients to be stolen. This medical breach changed world history. Human Health Services data breach was the biggest data breach in U.S history. This Hipaa violation resulted in the largest Hipaa settlement in history. 

The Court system sanctioned the Incorporated, although HHS was not held at fault.

Hiring cyber hackers to expose weaknesses in the system could have prevented millions of client's medical records from being exposed.
