Burghardt’s “Level One” and “Level Two” Assessments
While Burghardt doesn’t give distinctive definitions, “Level one involves:
Assessment of the social construction of the problem
Defining “social problems”
Subjective nature of the definition
Assessment of the political context of the issue
Reframing of the issue in ways that facilitate overcoming social and political forces for status quo, which includes attention to political and economic dynamics that frame the ensuing choices that agencies, community leaders, and others make on their strategic options for change and/or service enhancement.
At “Level Two” the following should be considered:
Tasks to be accomplished in preplanning and engagement phases
Analyze social problems
Existing data
New data
Approaches/methods might include:
Understand the nature of the problem
Create a theory model (oxymoron)
Look for causal as well as correlated issues
Clarify the problem
Arrive at issues that address “felt needs”
