In this brief paper (no longer than five pages, double-spaced), address the following:

How would you describe the “level 1” (Burghardt) assessment of the problem your community agency/organization is addressing or attempting to address? What research can you access (journals, periodicals, county and state data, etc.) that describes the nature and scope of the identified issue, problem or concern?

Describe your personal perceptions, observations and/or general impressions about the topic are and project you have selected. What things have you observed generally in the community that are reflective of the influences of culture, privilege, and oppression on the nature and scope of the problem? What can you anticipate about your own attitudes, behaviors, and values as you prepare to engage with the group and this project? What, if any of your experiences around culture, privilege and oppression might serve to benefit or hinder your engagement, leadership, and full participation in this process?

Below are several key points from your text that outline the basic underpinnings of both “Level One” and “Level Two” assessments.

Burghardt’s “Level One” and “Level Two” Assessments

While Burghardt doesn’t give distinctive definitions, “Level one involves:

Assessment of the social construction of the problem

Defining “social problems”

Subjective nature of the definition

Assessment of the political context of the issue

Reframing of the issue in ways that facilitate overcoming social and political forces for status quo, which includes attention to political and economic dynamics that frame the ensuing choices that agencies, community leaders, and others make on their strategic options for change and/or service enhancement.

At “Level Two” the following should be considered:

Tasks to be accomplished in preplanning and engagement phases

Analyze social problems

Existing data

New data

Approaches/methods might include:

Understand the nature of the problem

Create a theory model (oxymoron)

Look for causal as well as correlated issues

Clarify the problem

Arrive at issues that address “felt needs”

What options might do you have to advocate for persons who are directly and indirectly impacted by work of your selected agency? Which of those options are most likely to positively impact the diversity of the project?
