Immigration Reform Proposal

As a final project for the course, you will prepare a proposal for immigration reform. The proposal can be as broad as you wish but, at minimum, it must suggest changes to one of the following:  U.S. or EU immigration control policies, the system for admitting permanent legal immigrants, or a pathway for legalizing undocumented immigrants already in the country. You must justify and contextualize your policy recommendations by relating them to course readings and lectures. You will explain specifically how your proposed changes would improve the status quo in U.S. or EU immigration policy (whats broken and how you would fix it). These proposals should also be developed based on the feasibility of solutions, taking into account course material regarding what has succeeded and what has failed in attempts at immigration reform.

You paper should be typed, double spaced document using 12 point font and standard margins, uploaded to Canvas. Part of your grade will include grammar, spelling, punctuation, etc., so please take time to proofread and present a polished document.

I am adding further information about what your proposal should include based on a first reading of discussion posts:

As I read through your discussion posts, I want to raise an issue that you must consider in your final paper, which is viability or feasibility of your proposals for reform. A central reason US immigration policy is structured as it is is due to questions of what can actually be adopted as law (with public opinion and interest group support/opposition playing key roles) and/or what can feasibly be implemented within budgetary, physical human, or other constraints. If you have not listened to all the Panopto recordings, you should do so before your write your final paper, as I discuss viability and other aspects of existing policy or proposed policy in those recordings.

So you need to justify your discussion of your proposed reforms NOT ONLY in terms of how it will be an improvement on existing policy in terms of goals, but also in terms of viability. If there were no constraints, most of us could “fix” immigration policy tomorrow. So in addition to discussing the status quo of your area of immigration policy, you need to address what kinds of reforms have been tried before in this area, why certain changes have not previously been possible, which stakeholders have supported or opposed the kind of reform you are proposing and how your proposal will change the equation. On the basis of considering these questions of viability, you should discuss why your proposed reform IS viable.
