One of the functions of police management is coordinating the recruiting function of the department. Some groups, such as women, African Americans, and Hispanics, are underrepresented in many law enforcement agencies. 

 explain why diversity within a law enforcement agency is so important.  Then, keeping in mind that there are more minority applicants than those that actually show up on the testing day,  why do you believe this to be so.  Is it the low pay, the national perception of police, etc.
