Discuss  why "culpability" or Mens Rea are used in the requirements of a criminal act and identify under what  circumstances would "culpability" would not need to be proved. Discuss if you think "culpability" should be a necessary part of  a "criminal act."  Why or why not?

Discuss if you agree or disagree with these roles as they currently exist, if any changes should be made, and their effectiveness.
