President Franklin D.Roosevelt is commonly thought of as a liberal and President Herbert C. Hoover as a conservative. To what extent are these characterizations valid?

Could you please find and determine the definition of liberal and conservative? Then determine what kind of personalities are FDR and H. Hoover and how are they acting in terms of the difficulties of the Great Depression. and the last thing figure out the Great Depression. Please don't judge both presidents by the party affiliation but by the time in which they had to work.
