c. types of benefits (form of benefits – cash, in-kind, services, etc.); 

d. delivery structure (how benefits of the policy delivered); 

e. comparative (other countries); 

f. historical (precedents of similar policies in the past) also Ch. 4; 

g. process (how policy is implemented); 

h. logical evaluation (consistency of multiple goals); 

i. social problem analysis (Ch. 5).
